About us
Wyoming County has partnered with Community Broadband Networks to expand high-speed internet, supported by a $15.7M grant, aiming to bridge the digital divide in 2026. The project, funded through New York’s ConnectALL initiative, aims to reach every household using a mix of fiber-optic and fixed-wireless service. The project is known as Speedy C.O.W. (County Owned WiFi).

FAQs
What is Speedy C.O.W.?
Speedy C.O.W. is a new Wyoming County owned and operated high-speed internet (broadband) utility designed to provide internet service access to areas that are either unserved or underserved, though the entire county will have access to service by the completion of the initial build. If you are a resident, business, non-profit, or institution located within Wyoming County, you will be eligible to subscribe to Speedy C.O.W.
What is fiber optics?
Fiber Optics is a technology that transmits data as pulses of light offering vastly higher speeds, lower latency, and greater bandwidth than traditional copper wiring.
What is fixed-wireless service?
Fixed wireless is a high-speed internet service that delivers broadband using radio waves instead of cables. A stationary antenna is installed on the building, receiving signals from a nearby transmitter, making it ideal for rural areas, providing reliable, high-speed connectivity without needing ground-based, fiber, or DSL cables.
How will fiber technology improve my broadband service?
The use of a fiber network instead of slower bandwidth cables going directly to home networks provides faster internet service with increased bandwidth as well as more continuous reliable connections with much fewer outages.
Is Speedy Cow a local business?
Yes! Speedy Cow is a New York-based local business focusing on providing broadband services for locals by locals.
How do I know if I can receive service in my area?
While the project has just begun, we plan on completing services to all areas on the map above by the end of 2026. Check back often to see the status of your area, or call us. We’d love to hear from you!
What do I do if my address is not currently listed in a project or service area?
Please call our office Monday-Friday between 8 a.m. and 4 p.m. A representative will assist you.
How and when will this service be offered?
Wyoming County and its Internet Service Provider (ISP) partner, Community Broadband Networks have designed the service to be delivered through a fixed-wireless network consisting of 21 interconnected Points of Presence (POP) towers supported by fiber optic infrastructure. These POP sites transmit a radio signal that is received by a small antenna installed at a home or business.
Internet speeds will vary by location during the initial rollout, with homes closest to the POP towers able to access the highest speed packages, including up to 1 GIG download speeds. As the County continues to expand the network and activate additional sites, higher-speed service will become available to residents across the County.
The 21 tower locations have already been identified, equipment has been purchased and delivered, and lease agreements are being finalized. Construction of the POP sites is expected to begin in early March 2026, with initial service availability anticipated as soon as April 15, 2026. In the future, residents will be able to check their address on the Speedy C.O.W. website to view the maximum speeds available at their location as well as projected availability dates.
Who is paying for the build?
The County, in conjunction with its ISP partner have secured a $15.7 million grant to pay for the build through New York State’s Empire State Development Corporation ConnectALL program. The County is fronting the cost of the build and will be reimbursed by the State. The County Board of Supervisors have also pledged $4.0 million toward the start up costs of operations. The business plan provides a return of the pledged funds within a 10-year operating window with an on-going net profit of approximately $250,000 per year thereafter. Profits will be reinvested into the continued expansion and improvement of the network, ensuring residents and businesses have access to increasingly higher internet speeds and capacity over time.
What will the service cost?

100/25 Mbps – $14.99 per month for qualifying low-income households.
100/100 Mbps - $36.99 per month
200/50 Mbps - $39.99 per month
300/100 Mbps - $49.99 per month (where available)
500/500 Mbps - $59.99 per month (where available)
1000/1000 Mbps - $69.99 per month (where available)
These rates are guaranteed for 10 years. More importantly, the customer service experience will be second to none. When you call Speedy C.O.W.’s customer service line, you will be connected with a live, locally based representative within 30 seconds. The customer service center is located in the Tops Plaza in Warsaw. The County Administrator has pledged to provide his cell phone number to address any complaints regarding a subscriber’s customer service experience. In addition, as residents of this county are the owners of the utility, policies will be resident friendly and net profits will be returned to expand and improve the system and not towards a CEO’s overly inflated salary.
Will there be project updates? How do we sign up?
Project updates and POP build out information will be readily available on both the County’s website and the Speedy C.O.W’s. website. Updates will be provided when each POP is made active allowing the businesses, residents, and institutions within that POP site service area to sign-up for the service. In addition, the County is developing an interactive web-mapping tool that would allow a person to enter an address to determine an approximate time service would be available. Speedy C.O.W. will begin marketing its service within the month of March through home mailings, digital and traditional advertisements, door hangers, yard signs, and through community events and organizations.
Why has the County taken this path?
There are approximately 2,000 residents and businesses in Wyoming County that either have no internet access or limited internet access. For the past several years the County has been meeting with and encouraging the traditional Internet Service Providers such as Spectrum (Charter) and Verizon to partner with the County to serve these unserved and underserved residents. Not one of these traditional providers stepped up to the plate. New York State and Empire State Development along with Community Broadband Networks, the County’s partner, did step up and provided this opportunity for the County to build and own the fixed wireless network designed to reach these unserved and underserved residents.
Do I have to sign a contract?
With Speedy Cow, residential customers pay for service month-to-month with no long-term contracts or commitments. Both the customer and Speedy Cow have the right to cancel the service agreement with one month’s notice.
What do I do if I am having technical difficulties with my Speedy Cow internet service?
Speedy Cow offers 24/7 customer service, with local customer support representatives. Customers experiencing technical issues with internet services can call 585-823-3550 and expect a response and/or resolution within 24 hours. If issues cannot be resolved within 48 hours, customers will be credited with one day of service until a resolution is found.
